Rule Confidence: Medium
Medicare just finalized a $340 million FY2027 payment increase for the nation's inpatient rehabilitation hospitals, the facilities that treat patients recovering from strokes, joint replacements and major trauma.
CMS-1845-F raises IRF payment rates 2.3 percent starting October 1, 2026, and keeps the outlier payment threshold at 3 percent of total payments, published in the Federal Register today.
|
Why it matters
Medicare is paying inpatient rehab hospitals more starting in October, a modest rate bump that keeps pace with cost growth but doesn't reshape the sector.

|
|
Enforcement Confidence: Medium
The federal government has frozen $2.76 billion in Medicaid payments to California and Minnesota since February, a recurring quarterly pattern a Georgetown analysis calls selective enforcement.
CMS's latest freeze, July 21, took $867.5 million from California and $199 million from Minnesota. Georgetown says CMS gave California only 10 days to produce supporting documentation.
|
Why it matters
The federal government is withholding billions in Medicaid funding from two states pending fraud reviews, a dispute over whether delay-first enforcement is fair to states and providers.
