CMS ABA toolkit for state Medicaid oversight, spending up 400% in four years

Report  Confidence: High
The Medicare and Medicaid agency CMS released a 173-page playbook for state Medicaid programs to audit Applied Behavior Analysis (ABA), the therapy billed for autism treatment, after spending on it exploded nationally.
ABA is a Medicaid/CHIP benefit for autism therapy. Spending went from about $2 billion in 2021 to $10 billion in 2025, a 400% jump, while diagnosed children served grew only 67% over the same span.
Why it matters
CMS wants states to tighten oversight of a Medicaid autism therapy benefit whose cost grew far faster than the number of children it serves; watch which states adopt prior authorization and hour caps first.

Rule  Confidence: High
The Medicare agency CMS finalized 2027 pay rates for inpatient psychiatric hospitals, a 2.2% increase, the same week Colorado cut its Medicaid behavioral health clinic rates 2% and restructured how it pays them.
Colorado's Comprehensive Safety Net Providers, the backbone of its community behavioral health system, moved to a bundled 9-service payment model July 1, on top of an April rate cut to 85% of Medicare levels.
Why it matters
Medicare is paying psychiatric hospitals a bit more next year while Colorado is paying its Medicaid behavioral health clinics a bit less right now; watch how the two systems' funding trajectories diverge.
