Record Twenty-three states, led by New York's Attorney General, are suing HHS, the federal health department, over new Title X family planning grant conditions they say illegally punish clinics that serve transgender patients. The new rules require clinics to exclude transgender patients, push natural family planning over contraception, and counsel toward marriage, without the public comment process federal law requires.
